Main idea is to achieve harmony in the blocks and zones and balance between them, but also to avoid monotony by creating dynamic unity of zones and functions. Harmony in blocks is reached by placing one function exclusively in the whole block, and by separating buildings and open spaces with a green area or an alley of trees. Masterplan zones are positioned so that compatible functions are next to each other, thus creating a dynamic unity. Public institutions, market place and supermarket, as well as playgrounds for children and students are next to residential zone; open spaces and green area are beside commercial zones. There are also benchmark objects on the punctual positions of a masterplan: hotel - with a pool, stores, restaurants and casino on the higher hill, with most beautiful view, multipurpose building - in the middle of a commercial zone, which can transform for different purposes, and has a transparent roof to create an atmosphere of an open place, and a church - on a smaller hill, surrounded by threes and lake which fulfill its sacred and contemplative purpose.
Blocks are formed by existing main road and service road, by new roads which are normal or parallel to the existing and by road which follow contour lines of the higher hill. The main road acces is for residential and commercial zone. Residential zone has two parts: single family houses blocks and a block with exclusive housing. Each house has its car access. Beside residential zone are public institutions: elementary and nursery school, hospital/ dispensery, administrative building, post office, and public utilities building (police, fire department). In a commercial zone block are market place and supermarket with parking places, and they are near residential zone but separated with recreative/leisure zone - playgrounds for children and students. Service road acces serves whole industrial zone positioned on the edge of a masterplan and isolated with green area. Also this road serves for gas station, car workshops and services. The three remaining blocks in the commercial zone are next to each other and create a complex. First block is for the office buildings with open space, greenery and a pedestrian zone. Second block is constitute by buildings with restaurants and cafes, and buildings with stores and boutiques, also in a pedestrian area. Central motif of this block complex is a multipurpose building, which could serve as a crystal ballroom/skating rink, concert/ market/ gallery/theater hall)and it has a roof made of glass which creates a light atmosphere. The third block is entire occupied by lamel of a shoping mall (with stores, boutiques, cinema, bank, restaurants, and cafes). An exquisite location-the higher hill with a most beautiful town viewpoint is for recreation, leisure and other commercial purposes (restaurants, cafes, casino) which are placed in a big hotel complex. Smaller hill is dedicated to pedestrians and church on the top of it, with elements of nature (lake, threes) which create an contemplative atmosphere. This hill is between commercial and residential zone and it is accessible for citizens by day and by night. Every zone has enough parking spots on each lot.
